Overview

The Alberta Utilities Commission (AUC), the independent utilities regulator, has cancelled the hearing to review the electric power plant and transmission development and industrial system designation applications in Proceeding 28753. The AUC issued a notice of hearing cancellation on April 15, 2024.

Strathcona Resources Ltd. has applied to construct and operate a new substation, amend the existing power plant approval for a capacity increase of 67.5 megawatts of power, and amend the existing industrial system designation for the internal electric system serving the Lindbergh steam-assisted gravity drainage (SAGD) project operations. The applications have been filed under the Hydro and Electric Energy Act.

Additional information about the application:

  • The SAGD central processing facility is located in the southwest quarter of Section 25, Township 58, Range 5, west of the Fourth Meridian, approximately 24 kilometres southeast of Bonnyville, Alberta.
  • The power plant amendment would consist of adding three 22.5-megawatt natural-gas fired cogeneration units.
  • The new Garnier Lake 1064S Substation would consist of three step-up transformers, circuit breakers, and other associated substation equipment.
  • All proposed development would occur within the existing SAGD central processing facility boundary.
  • The industrial system designation amendment would consist of updating the order to reflect the new
equipment at the power plant and the new substation.
